OK so i have $12,000 what is the best BMW i can get for that price?

You don't give us much info to go on but if I only had $12,000 to spend I would buy the best 1998 or 1999 528iA sedan I could find. That model is one of the best that BMW has ever produced. (The A in the model designation indicates that it has an automatic transmission.)
If you can scrape up a few more bucks the 2001 BMW 530iA is probably the best car ever produced by BMW.

I have a 1998 528ia w/134,000mi., and bought it for $8,200. I spent $3000 fixing it up, with:
-Thrust arms
-New wheels
-New tires
-Bushings
-Two oil leaks
-power steering leak
-new battery cable (long story..... )
-cabin air filters
-K&N drop in filter (which I probably wont buy again)
-weather striping around windshield
Things to come:
-Shadowline trim
-M5 rear sway
-maybe M5 trunk lid spoiler.
