Hi cmack, Welcome to Bimmerfest!
Most of what I've read (and believe myself) is that those dust shields block cooling air from the brakes/rotors. I wouldn't recomend them. If you're not heavy on the brakes they might be OK but I wouldn't think of getting them.
As for cleaners, check the detailing forum here. Everybody has their preference. Personally I use DuPont's Wheel Cleaner with Teflon, available at Pep Boys or probably most auto stores. Spray on, rinse off mostly. If used regularly it makes cleaning the wheels rather easy. I try to treat mine every 2 weeks. The stuff does seem to help keep the dust from sticking to the wheels and makes them easier to do.

If you have relatively open wheels (think 68M), they look dorky, as well..

One thing that I can tell you will help reduce dusting and help cleaning them is a high temp sealant. I use it on mine and in most cases you can rinse off the dust with little effort.
the one that I use is linked here

You probably want to do a search on low-dust brake pads.
