Generally you can't use your 12 volt outlet when the car is off. That's my experience with different cars. My dad's Expedition seemed to charge when the car was off anyway but my Acura does not.
I don't know of a way to change this on the car.

I don't know of a way to change this on the car. | There is a small flashlight in the glove box, and there is an adapter cord (from BMW) that will turn that outlet into an extra 12v power socket. It stays hot when the car is off. BUT then you won't have the little flashlight charged all the time...

It is a nextel BB 7520.
You set it up like any other paired device. Just make sure that you have updated your BB software for the desktop and the handheld. Make sure you pair it with the BMW and show the BMW as a trusted device on the BB. Turn encryption off.
WHen I get in the car it takes anywhere from 3 to 60 seconds to reconnect. Then the antenna strength appears on the radio display and everything is good for making and receiving calls. The phone book does not transfer (minor annoyance) but the voice activated dialing and storage of names/numbers works well.
Good luck. It is a very cool thing. But I know that people in traffic think I am talking to myself!

EDIT: Both BMW AND BB told me it would NOT work. Idiots!

EDIT: Both BMW AND BB told me it would NOT work. Idiots! | Actually if the phone book doesn't transfer than I think they were right to tell you it doesn't work. I would be really pissed if they told me "oh yeat it will work fine" and then I spend hours trying to figure out why I can't see my contacts on the screen.
