To the wheels or to the crank

I keep hearing people talk about HP to the wheels or to the crank. What is the difference?

Is there standard for auto maker to follow when reporting the HP/torque figures? If not, what is the point comparing them?

Sorry for multiple questions in one thread.

The manufacturers measure hp and torque on a naked engine -- so it's measured minus all the drive components. This is "at the crank", as in coming from the crankshaft of the engine.

When you want to tune your car, though, you put the car on a dyno and therefore measure hp and torque "at the wheels" since you're not going to pull the engine out for this. It's significantly less b/c you're losing power moving all those parts in the drivetrain.

All manufacturers will quote the engine's output at the crank. All the graphs you see from tuners will be at the wheels, unless they try to correct for the losses.

I believe HP to the wheel is more important. Where can I get info about the stat of the non-tuned car?
