For example, if you're cruising on the highway in 5th at a low RPM and say, 60MPH, and need to accelerate quickly, you can downshift to 3rd, rev-match and go. Just be careful that you don't go from 5th to 1st gear--then you'd need a new motor.
As for slowing down, I'm assuming that you're asking if it's ok to engine brake. Opinions vary, but I tend to lean on the side of brakes being cheaper than an engine. Downshifting as you slow down while braking is the best way to do it, that way if you need to accelerate again, you'll be in the right gear for it. Obviously, if you need to slow down and come to a stop quickly, it may not always be possible to do this, so just clutch in and brake; downshift to 2nd or 1st as appropriate. You'll get the hang of it pretty quickly.

But I read (and now would be a good time to tell me if it's not true) that it puts a burden on the gearbox, and that if you're going to skip gears, lets say, 4 to 6th, you should clutch it, row to 5, then row to 6 before engaging, as opposed to just rowing 4-6 directly.
As for braking, some engine braking is okay. For example, if you're going 40mph in 4th and there's a stop light, you can brake for awhile without clutching it. However, at a certain point you're going to need to clutch it (or else it stalls). What you shouldn't do is do excessive engine braking at high rpms all the time, like going 4-3-2-1 just for a stoplight.

FWIW, I'd advise you not to get in the habit of downshifting to use engine braking to slow down. That is how folks, even experienced ones, can fall into the trap of "moneyshifting" in a panic situation and blow the engine by overreving it.
That said, I generally skip one or two gears when downshifting to turn at an intersection. But, I don't engage the clutch until I've made the corner and am ready to accelerate.
