Power of Attorney for US-Customs Clearance

I've just received a letter requesting a Power of Attorney for US-Customs Clearance of Automobile from Ted L. Rausch Co. My car arrives on the Aegean Leader on Jan 5 in Port Hueneme. Is this standard procedure? I haven't seen any discussion on this on these forums.

I had to sign one of those back in May as the 545i was approaching PH. Herr Behrends in Munich forgot to have me sign one at as his computer was having network problems the day we were processing our dropoff.
