are these fees standard?
Document Fee $XX Inventory Tax $XX Deputy Fee $XX
guess it is penny pinching to worry about these when I am paying 40K on a car (it adds up to a nice dinner for two)

I didn't pay any of them, just negotiated a price over invoice. Of course they didn't want to do this at first, but when I told them that was the only way I would talk about buying the car they went along. As you say, if it only adds up to the price of a nice dinner, why worry?

btw. ED at a negotiated price can happen in TX, even in Dallas!!!

That fee is capped by law, though I do not recall the amount. That fee is what the dealer charges you for his effort in getting the car registered. You can save the money by registering the car yourself, though it is not something I would recommend unless you have a lot of time to stand in line at the Tax Assessor/Collector's office.
