Researching the forums, the most experienced with good deals is Passport in MD, Joern Esser is the expert there. I've been offered a good price a couple years back at VOB in Rockville, MD, but I've heard via forums that their service is lacking. I ended up buying an Infinity. The Virginia dealers near DC tend to not deal as much.
Tomorrow I plan on test driving a 323i, and, assuming I like it, will order via ED. I'll try the closest dealer first, Fairfax, but will walk if they cannot give me the price that I'm pretty certain I can get with Passport. I bought my last BMW from Fairfax, but last year they would not deal. Their service department had good mechanics but not so good service advisors. Alexandria would not deal last try, but I'll try again this time. I do not know about Sterling although I've heard good things about them.
Unfortunately, Passport is the farthest distance, but I might end up with them if the others don't give me the deal I want.
