During my ED trip (which was amazing and I will post report soon) I noticed many tiny scratches on the car (monaco blue), particularly in sunlight. After some searching it seems these are called swirls. Should I notify the dealer/VPC to tell them they have to take care of this? (Never did a car wash, they were already on the car at the delivery center)

I have heard a lot of people on this forum advise agains having the dealer do it. However, I figure its a new car and therefore should be taken care off before redelivery (was already there on ED delivery). Should I notify the VPC to look into it?

A lot of dealerships use poor quality products; stuff that evaporates after a week or so. So the car may look great when you pick it up, but looks horrible shortly afterwards. My dealership sales and service is great, but their detailing department is pretty bad...pretty much a teenager with poor quality supplies and little know how.
There is no substitute for doing it yourself (if you know how) or having a professional detailer do it.

Hire someone to detail your car in a month or so after you get it back.
