In Germany, yes. In the U.S., probably not given the way the price of gas is going. My car had the same amount of gas as when I dropped it off in France (about 3/4 tank if I remember correctly).

I left the car in Munich with about 1/4 tank and picked up in US with full tank about 2 weeks ago

They took my car to get filled up while I did my DMV paperwork....they put in 3/4 tank for me. It was never discussed....just something they do automatically. (at my dealer, anyway)
