How long does one typically get to drive around with ED plates in California? I mean how long before DMV sends you the CA plates after you get the car?

What if I have my plates, but run with both ED plates on car and keep the real plate in the trunk and say I don't have a screwdriver to put it on

I know a guy in Houston who has been doing that for years, because they look nicer, and has never been stopped. He has the valid Texas plates in the trunk in case he is.
