Hello. Is there a bad time to do ED? I'm not familiar with the weather condition in Germany. Is there any particular time of year to avoid doing ED delivery due to bad weather or large number of tourist crowd.

A lot of Germany (and other European countries) are on "holiday" the last week of July and the first week of August. This means it is harder to find "deals" on airfare during this time of year. (and there is also a lot more traffic on the highways)

As far as weather goes, the worst time of year is late fall (say November) through early spring (April). Weather can be consistently cold and damp not to mention the short days. As far as tourists go, summer time is the worst for crowds in general. The crowds will start to pick up in June and peak late July and early August. Then there are the local attarctions that draw crowds (Oktoberfest, etc.).
That being said, if your looking for the ideal compromise between weather and tourists, late May and early June are the best bets. If you want a winter time vacation you won't ever forget, try any time between Thanksgiving and Christmas when all the Christmas markets are open - the German's know how to do Christmas! Not to mention, airfare can be had for less than $500 all-in.
I always have a tough time deciding to visit Germany in early Summer when the Biergartens are open or over the Christmas season when all the Christmas markets are open.

That said, I would worry most about your own convenience, and doing ED at all, and only then about timing.

How is the typical weather in Germany and Austria during September and October? Living in SoCal most of my life, I don't think I'm ready to handle snow condition in a brand new RWD car with summer tires (definitely going with SP).

As Tanningmachine said, September/October is good as well. However, you typically have a more difficult time getting shoulder season/off-season airfares since Oktoberfest is a big drawl. Not to mention, the summer solistice ( 3rd week in June) gives you 16+ hours of daylight to really enjoy all of Germany's natural sights. Of course, it doesn't help your sleeping patterns if you wa't a few hours of night life since the sun starts rising at about 0430 in the morning.
