Should I put my school decal lower center or upper center portion of rear window panel? The decal will be applied on the outside of the glass and it sticks on in yellow lettering. Will it effect the tint I plan on having installed in the spring? thanks

I always prefer to see the decal just above the center taillight if it is mounted at the bottom. If it is toward the top, still keep it at the bottom.

Under the driver's seat? 
I guess I can't really give someone a hard time for wanting a decal... My car is debadged, but I do have two decals, both on the driver's side rear door quarter window. Silver bimmerfest.com sticker and black outline of the nurburgring (hardly visible with black interior.. and the sticker isn't 'ricey' now that I drove the 'ring this past summer) .

When I was in school the decals all mounted on the inside. I'd worry about an outside window sticker wearing off prematurely.
Is it a parking sticker (put it at the lower corner) or the school name (lower center).
Of course, as soon as you graduate you'll be wishing it wasn't there and take it off with a razor blade (which may be a problem if you apply tint).

i've always mounted them on the inside of the car, with double-sided tape, which is a lot easier to remove than whatever glue/gunk they have on the back of the decal.

#1: MOST of those clear school stickers go on the inside. #2: Tint is ALWAYS on the inside.
I wouldn't recommend putting a sticker on top of the tint, both of which would be layered on top of the other, on the inside. Reason: removal of your school sticker could damage the tint.
If in fact your school sticker IS designed for the outide, you'll be fine- except it may age quickly, get dirty and crappy looking, turn brown, and fall off.
