Are the BMW individual options and packages available in the US?? None of my local dealers seem to know anything about BMW Individual.

The simple answer is, no.
However, there are certain options that are called priority 1 that one could get if money was no object.

From what I gather the options would be odd/custom color combinations. I guess you have to have an excellent relationship with a dealer in order for them to risk ordering a hard to sell combo.

As you select each vehicle you will see a priority 1 section. Also, from what I can understand, certain colors can also be ordered as priority 1. Let's say that a specific color is only available on the 4.8is X5, you could order that color for your X5 3.0. I heard that it can cost around $2500 extra and your dealer has to offer 1 salesman and 1 service advisor as a sacrifice.. 
Try asking in the Ask the Dealer section for the specific model you are looking at.

The Priority 1 options for some of the other models are all over the place, from a break-proof moonroof, to different radio combinations and ventilated seats. I will post in Ask a Dealer and see if anyone wants to take my order and sacrifice 2 employees. Maybe if I give a big enough deposit . . . (non refundable).
