I am almost done with the deal to sell my 525. I paid my annual registration and VLF in August. Will the new buyer also have to pay the $300 odd I paid or do the fee carry over for the year?

The buyer will not have to pay a registration fee until the expiration of the old one. The DMV points out that you, as seller, aren't entitled to a refund, but that this is a matter between buyer and seller to sort out. http://www.dmv.ca.gov/vr/vr_info.htm#BM2522

One thing the buyer will find that is between him/her and the state of California is the sales tax (called a use tax), which is around 8% (depending on county of registration). It will be assessed on the declared purchase price or, if that price does not appear to be accurate, a guide the DMV follows.

When you sell the vehicle to a private party be sure to file the form with the DMV stating you no longer own it or you may be pursued for the buyer's defalcations.
