Is there anyway to find out if a vehicle had any kind of work done at the VPC, like software upgrades, paint repair,etc?

Since it's all installed, you'll be getting the most recent version rather than updates. There are a couple of experts on this on this Board, and they may chime in. And correct me if I'm wrong.
As for repair of minor damage, BMW has learned a very expensive lesson and almost certainly now reports it faithfully. The costly lesson was a lawsuit called BMW of North America v. Gore. 517 U.S. 559 (1996) in which the U.S. Supreme Court granted review and found an award of punitive damages substantially in excess of compensatory damages was uconstitutional. In that case, BMW's policy of failing to disclose to its dealers or buyers minor repairs done to its cars damaged before delivery to the dealers, lead to a huge punitive damages award against BMW. While the Supreme Court reduced the amount, a hefty award was still assessed against BMW and BMW learned its lesson.
If you search this Forum you will find a recent owner who was notified of damages to his car before he took delivery. He thought BMW was swell for doing this because at the time he didn't know about BMW v. Gore.
