I ordered both driver and passenger side kick panel covers (the plastic pieces with the speaker grills) from Circle BMW and only the drivers side has foam backing. I would think that both sides would have similar foam backing? Did I get hosed?

At one time, both sides had foam backing. See pic of passenger side with foam here. They may have made a running production change however. Have you removed your stock one(s) yet?

Thanks for the link Jon. I haven't removed the stock ones yet, but I have a feeling neither side has the foam backing now, because the audio shop that installed my system probably removed them.
Do you think Dynamat would work as a substitute for the foam?

I took mine off, and have yet to reinstall it.

Pani | Dynamat or cheaper equivalents like Home Depot aluminum tar-backed flashing are always a good idea.
I don't remember if I left the foam on mine or not. I know I had to remove the foam in order to dramel off the stiffner ring.

I wish I could figure out a way to mount the kick panel covers without using that damn tab in the back of the passenger side?
Does anyone know the part number and cost off the top of thier heads for hte kick panels?
