is there a reason for that safety wire provision on the drain plug?

Presumably for track use, to ensure that if the owner hasn't torqued it properly after an oil change and it backs out unexpectedly, that an oil dump is the worst thing that can happen, and other drivers/spectators won't have to dodge metallic missiles as well.

I'm assuming it's there so Ron never has to fish it out of a tub of dirty oil when draining the pan.

Good point. The term "safety wire" led me to think of racing applications. What you're referring to (a great idea, actually) is more of a "convenience wire".
