Does anyone know if 19" wheels and tires off a 2006-2007 M5 will fit a new 2007 550I

No. As a package, wheels and tires from a M5 will not fit a 550.
The M5 wheels will definitely fit. The M5 tires will not. You will have to get 245/35/19s for the front and 275/30/19s in the rear. You can even get away with 285s in the rear to better fill out the wheel well.
