I am returning my lease next week to my dealer which i just signed up with for another lease. This will be my third car from this dealership.
The car has 11,000 miles below what i was allowed and has had the follwoing extras isntalled by bmw at my expense:
Aux Audio Input
Factory Alarm
I have some minor dents and some scuffs on the back bumper. I am hoping that the dealership can waive any extra wear and tear charges since I signed up for another car with them. (also, next year my other lease comes to an end and i will needign another car from them as well)
What can i say or do?

not much. Since the dealer has no input on your old car. The Bank owns the car and will be taking it from the dealer. Then they charge you for the damage. You can call BMW financial and they will tell you what they can waive. Also when you get your car inspected they inspector will give you a report and tell you what needs to be fixed

Inspection of my E46 upon lease return consisted of a check of the odometer (~5K below on mileage) and a 15 second walk around the car. No biggie at all. I know others have had the same type of experience.

You don't have to call outside inspector if the dealer does inspections themselves. From my experience, here in NYC, dealer's inspection will be more lenient. I have had 2 instances where outside inspector totally went crazy. So if you getting another BMW try returning your car to the dealer who is selling you your new car.

I hope i dont get charged.

I received a $200 credit when I returned my 2003 325 because I was 10% under the alloted miles. I had a 45k lease and returned it with 39,500 miles. I leased the 325 and my new 530Xi through BMW Financial. $200 isn't much but you should make sure they apply it. It's possible you can get more back since you were 11k under.
the only thing my old car needed was front tires and I wasn't charged for them.
