under what conditions would one actually want to turn DTC off?

The engine will not accelerate. In those rare cases, turning off DTC allows you to try and churn your way out. Sometimes you get out with wheels spinning away, but be prudent, as spinning away can damage other things. You can also turn DTC off to allow the brakes to cool, since DTC applies brakes to stop wheelspin. The above applies in sand as well as snow.
Remember to turn DSC back on when you are out, as it increases vehicle stability when you are moving.
