American Delivery
Is there an American Delivery (AD?) program for German citizens to purchase an x5 or z4. And if so, is that conisdered as desirable as ED is for Americans?

I wouldn't think its as desirable as ED for Americans because going to Germany for your BMW is about going to the spirtual home of the car and experiencing the roads that shaped the car's development. The X5 and Z4 may be assembled in the U.S., but they have a German soul.

Alternatively, you could try buying a U.S. BMW, drive it there on holiday, ship it to Germany and homiligate it for the TÜV. In the past, the price difference between the U.S. and Germany has reached 30%. I am not sure what it is now: I expect the many years of "free" inspections and warranty service you get in the U.S. may have eroded the old price advantages. Still, if you choose a good time to buy, you might save money even after paying to import and homiligate the car.
